Greg Beumer

Executive Director

Greg Beumer has been a State Representative since November 2013. Beumer grew up in Noble Township, Jay County. He attended Portland High-Shcool, completed coursework in Business Administration at Ball State University and is a graduate of the Economic Development Institute at the University of Oklahoma. Before joining the Legislature, Rep. Beumer served two consecutive terms as a Randolph County Commissioner. From 2001-2004, he served as the Region 8 Director for the former Indiana Department of Commerce, which consisted of six counties in East Central Indiana. He has also served as the Director of Community Development for the Indiana Office of Community and Rural Affairs (OCRA) and as the Executive Director of the Randolph County Economic Development Corporation from 2006 until 2008 and in 2012 until 2013. Greg Beumer and his wife Kathy live on their family farm in rural Modoc and have been married for 27 years. Together, they have 4 children, 14 grandchildren and 4 great-grandchildren.

Scottie Harvey

Tourism Director

Scottie Harvey is the Tourism Director for the Randolph County Economic Development office. 

Scottie was born and raised in the Randolph County community and knew this was the community she wanted to raise her family.

Scottie has a background of over 25 years in the insurance industry and 11 years in social services.

She has been involved in many community programs over the years among them are past president of the American Cancer Society, former CASA volunteer, Epsilon Epsilon sorority and very active in her local church.   She has four children who are all involved in Randolph County and six grandchildren that she totally enjoys!  

Michelle McGunegill

Administrative Assistant

Michelle was raised on a small farm in Randolph County, but now resides just across the county line in Wayne County.  Michelle has one daughter who resides in Indianapolis.  She spends a lot of her spare time taking care of her one dog, one rabbit and 97 chickens.

Michelle brings with her over 20 years of experience in customer service and over 10 years in accounting background.


Missy Williams

Community Development Director

Missy Williams joined the Randolph Economic Development Corporation in May of 2018 as the Community Development Director. She holds a Bachelor's degree in Social Studies & Pre-Law and Master in Education degrees in both Social Studies and Library Science. Missy is a retired educator and served in the Randolph Central Schools for 39 years as the Director of Library/Media Services. She served on the Winchester Public Library Board of Trustees for 16 years and currently serves as the Winchester Council at Large member. Missy has been active in community service with The Randolph County Area Planning Commission, Winchester Redevelopment and is part of the East Central Indian Stellar Planning team.

Missy was born and raised in Cambridge City and is married to  Al Williams. Al and Missy have been married for 37 years and live in the City of Winchester. They have one son, Patrick Willams who was a 2006 graduate of Winchester Community High School.
